As someone in the field of substance abuse, I’m thrilled that Hartselle received a federal grant to combat the drug problem. However, also as someone who has some knowledge of the field in question, I’m disturbed by the indication later in the article that their current program has a punitive component. A good drug testing program is not punitive, it is designed to work with a strong student assistance program to ensure that if a problem is identified it can be addressed approporiately, whether that be prevention, intervention or treatment services.
