The Legislative Contract Review Committee held up a Medicaid contract yesterday that will begin a pilot process for establishing electronic medical records for Medicaid clients. The governor still plans to sign the contract when the 45 day hold on it ends.

What frustrates me is the continued insistence by Rep. Alvin Holmes (D-Montgomery) that Alabama colleges and universities could tackle these huge computer system projects. He’s out of his mind.

In addition, Holmes said, the contract could have been given to personnel who work for the state or students at local Montgomery colleges.
“They’ll say, ‘We have freshmen who can do that,’” he said of the colleges.

There are lots of things that freshmen computer science students can do, but developing complex state computer systems isn’t one of them.
