I’m not sure how the fact that insurance costs for public employees are lower than the costs in the private sector is news. Everyone should know that. They should also know that the salaries for many jobs in state government are well below what people make in the private sector (and some are above). It’s all relative.

In this situation, I agree that shifting the burden of costs is fine, as long as you offset it with a pay raise. It won’t reduce the burden on the state coffers in the short term, but the bigger shift you can make now, the more it will aid the budget in the long term.
