Election results don't indicate he "is going to be challenged in serving his district." They do indicate that there were sharp geographical and likely racial divides in the voters. He (or Hall, as you stated) may find it difficult to smooth over any hard feelings, but that doesn't mean it will be a challenge to "serve the district."
