At the same time, I understand why candidates don't do that. To do so would deprive them of the "mother's milk of politics", MONEY, because the main contributors to a candidate's campaign are special interest groups (often through PACs) that oppose I&R because if voters had it, those special interest groups and the legislators they support would be added to the list of endangered species. That's just the way it is, as I see it.
