Is Hillary Constitutionally-Barred from State Job?

Pete Williams raised an interesting point on MSNBC yesterday…as Marc Ambinder notes below, Hillary Clinton may be constitutionally barred from serving as Secretary of State because she was a member of Congress when the salary for the position was increased (which occurred within the last year).
